Do schools matter?

Yesterday, Secretary of Education Margaret Spellings addressed the National Press Club in an attempt to get the ball rolling on NCLB reauthorization. As the nation debates the law, which uses data and punishments to identify and motivate failing schools, it’s worth asking: What do schools have to do with educational inequality?
